Thank you to the doctors, nurses and all the health care workers and first responders on the front lines working tirelessly to provide quality, compassionate care to patients fighting the Coronavirus.
A Message from the MOA

The MOA has been very active during these stressful, rapidly changing times by providing timely updates, relevant information, and advocating on behalf of all our members and patients. 

Some of the MOA work is highlighted below.
  •      Successfully Advocated for Liability Relief.
  •      Urged Governor Baker to Reopen Surgical Procedures in Phase One.
  • Requested Prior Authorization Extensions for our Previously Scheduled Patients.
  • Informed Members of Med Mal Premium Credits and Deferments.
  • Provided Data Sheet for all Telehealth Codes and Policies for ALL Commercial Carriers.
  • Requested Health Insurers credit Policy Holders that Have Not Accessed Health Care.
  • Represented the orthopaedic community on weekly calls with the DPH, DOI, CMS and MMS.

MOA President Urges Governor's Action on Surgical Access for Patients &Health Insurance Premium Credits - AAOS Joins in the Effort


On May 9th, prior to the Phase I announcement (see related article to right), MOA President Walter Stanwood, MD, urged Governor Baker to safely reopen surgical care for orthopaedic patients.

Dr. Stanwood was joined by AAOS President, Joseph Bosco, MD, in requesting safe surgical care be reinstated and also urged the Governor to ask the commercial health insurance carriers to provide credits to insured and employees for all the care that was not accessed due to the pandemic's safety precautions. An excerpt from the letter is below.

Dear Governor Baker,

The Massachusetts Orthopaedic Association (MOA) and the American Association of Orthopaedic Surgeons (AAOS) appreciates the work that you and your administration have done during this pandemic.

Our physician community shares your concern for the citizens of the Commonwealth and the state’s health care economy. With orthopaedic surgeons experiencing a 61% reduction in non-COVID-19 care nationally in March and April (Health Policy Commission, May 6, 2020), we are looking forward to working with you to safely resume non emergent surgical procedures in hospitals and ambulatory surgery centers as soon as possible.

Orthopaedic Surgery Slowly Resumes Under Governor's Phase I

As of May 25, 2020, orthopaedic surgeons who have met public health and safety standards have begun to perform certain procedures and services. “Orthopaedic procedures for significant functional impairment” are now allowed as long as all public health and safety standard are met and documented and attestation form is completed and kept on file. 

Those surgeons that have met the Public Health and Safety Standards as described in the Reopen Approach for Health Care Providers document by DPH are eligible to resume surgery as outlined by DPH.

The MOA has provided the following office checklist to members and staff. Please note the clarification regarding the Reopen Attestation Form as the Association received several questions from orthopaedic practices.

CRITICAL FOR EVERY OFFICE TO:
 
Identify Urgent Patients & Surgical Care Based on Clinical Determination.

Complete Reopen Attestation Form as Required by DPH.
 
o  The Form can be completed for the entire practice, provided the individual designated the compliance lead is able and appropriate to monitor compliance across the practice (this could look different for different providers based on your structure). 
o  The same applies to a group of practices – if multiple sites included, the compliance lead needs to be able to monitor compliance across the settings. DPH requests each site keep a copy of the signed attestation on site, but they each need not complete their own. 

Ensure All Required Public Health & Safety Standards are in Place

Designate a Compliance Leader

Develop & Maintain Written Policies and Protocols

Identify Urgent Patients & Surgical Care Based on Clinical Determination .

MOA 2020 Annual Meeting

With the ongoing health risks, social distancing and travel restrictions due to the pandemic, the MOA Board, after careful consideration has cancelled the 2020 Annual Meeting on September 16, 2020.  
Given the swift rate of changes, federal and state mandates, and most importantly in the interest of public health and safety, the MOA Board determined that cancellation would be the cautious and prudent response.

We are currently considering other options such as relevant and timely one hour webinar sessions (with possible CME credits) and/or a modified virtual Annual Meeting .
